The changes primarily clarify and enhance the definitions of terms and procedures used in the original DIOG. Both tasks must be accomplished without sacrificing our domestic liberties and the rule of law, and both depend on building a very different FBI from the one we had on September 10, 2001.

FBI Domestic Investigations and Operations Guide (DIOG)

1965-74The X Files 1993-2002and Fringe 2008. It makes no sense that the FBI should be more constrained in investigating the gravest threats to the nation than it is in criminal investigations generally. They also address the ways in which the FBI assists other agencies with responsibilities for national security and intelligence matters.

A 1970 analysis focuses on the Fedayeen terrorist group while a 1984 study describes Iranian and Iranian-linked institutions in the Guidelines for domestic FBI operations States - including both official institutions and educational foundations - that had or could have served as covers for clandestine intelligence collection and support to terrorist activities.
